Research On Problems Of Investment Of Public Service In Rural Area Of China

For the reasons of both history and reality and for both subjective and objective reasons, the supply of public services in rural areas is a weak link.At present,the gap between town and rural areas mainly reflects in the gap of the supply of public services.The supply of the rural public service is an aspect of issues concerning agriculture rural areas and farmers,is the problem of the overall development of China,as well as is related to participate in international competition and globalization process.This article considers that insufficient supply of rural public service mainly caused by undercapitalized and lack fund's guarantee. Having learned from the public service theory of other countries and the achievements of past generations,this article,under the subject of researching RPSI(rural public service investment) in China,analyzes the present condition of investment of public service in rural areas and puts forward some countermeasures to strengthen it.The paper consists of six chapters.Chapter 1:Introduction.This chapter includes background,the purpose and significance of topics,reviews at home and abroad,research ideas and methods,and possibility innovations.Chapter 2:Basic theory.This chapter,based on the public service theories and investment theories,defines the connotation of public service,rural public service and investment,and expounds innovation theory of rural public service and investment,providing the theoretical foundation for the study of follow-up sections.Chapter 3:Situation analysis.On the basis of collecting a large number of data,applying demonstration analysis method,this article describes the current situation of rural public services investment in China separately in the aspects of total investment,capital distribution, investment intensity and investment structure etc.It advocates that there are some problems existing in investment of public services in rural areas,namely insufficient total investment, expansion differences between urban and rural,irrational investment structure,low investment intensity,greater difference of international levels,etc.Chapter 4:Analysis of obstacles.In accordance with Chapter 3 and actual situation in rural areas in China,this chapter in-depth analyses the obstacle reasons of China's investment in public services in rural areas.Trace it to its cause,we can explore it from such aspects: unreasonable urban-rural dual structure system;undercapitalized total size of government investment;single investors,the market role is not prominent in financing;responsibilities of investors of public services in rural areas can not be divided clearly;unscientific financial system,which leads to an asymmetry between financial and administrative powers of governments at all levels;imperfect top-down decision-making supply system;unscientific and non-transparent financial transfer payment;imbalance investment capital distribution of rural public services.Chapter 5:Construction investment mode.This chapter,based on investment fundamental principles and objectives and the overall investment ideas of public services in rural areas,constructs a four-in-one operation mode of investment of rural public services that links the governments,the private sectors,non-governmental organizations and non-profit organizations(also known as the third sector).Chapter 6:Policy suggestions.According to the above chapters' results of the analysis, this chapter proposes some innovation policy suggestions to strengthen our country's investment of public services in rural areas in next aspects:standing out investment's emphasis and primary domain in rural public services;constructing reasonable and sound rural public service financial and investment system;consummating financial controlling system;perfecting supervision mechanism for investment funds of public services in rural areas.
