| With the gradual improvement of the socialist market economic system and the further deepening of the reform of the state-owned enterprises, the state-owned enterprises will gradually develop into the state-owned capital management company. On the one hand, the state-owned enterprises should exercise the ownership and strengthen the supervision and management of state-owned assets, only through the investment relationship and the relationship between the principal and subordinate companies to conduct performance appraisal management. On the other hand, the state-owned enterprises must also be in the scientific management system of assessment of operator based, given the identity of the professional managers of state-owned asset managers, the performance index has become the “baton” of the behavior of the operators.In this paper, case study and literature research method, to WP company manager performance management as the object of study by of the WP operator of the company performance management were carried out investigation and analysis, find out the main problems existing in the operator’s performance management, through one by one analysis of these problems, the author according to the development direction of future reform of WP company, using the theory of modern performance management, optimize the design of the WP operator of the company performance management system. Is a variety of method, business process and thematic interviews through the application of job analysis,based on full communication with the relevant financial management personnel and operators, the number of the original 240 indicators linked with the operator, optimized for the 19 performance indicators of 4 aspects, avoiding the “what are problems, what are not good” and “dual system”; two is the long-term balance setting method of current index,increase the non-financial indicators of the assessment, the enterprise balance short-term and long-term goals of contradiction on operator behavior requirements; three is in the evaluation criteria, the reasonable strategic target of each year assigned to the term, to better solve the landing operators performance objectives of strategic orientation and strategic planning issues. At the end of the paper, the author analyzes the performance management system under the existing system, and the enterprise should change the management idea, the working atmosphere, the management process and the system design.The innovation of this paper lies in: to the enterprise strategic target oriented wereoperator performance management system optimization, the long-term setting method giving attention to both the current index, better balance the contradiction of operator behavior between the requirements of enterprise short-term and long-term goals.This research has certain pertinence, and has certain directive function to the future WP company manager’s performance management reform, and may also have some reference value to other enterprise manager’s performance management reform work. |
