Research On The Application Of PPP Models In Chongqing Lianglu Parking Building

With the increased of urbanization process and the vehicle population,the problem of city parking has become one of the serious urban issues now,restricting the development of the city.In the case of a limited land area of the city,the demand for city parking building becoming urgent,however,the huge funding gap of parking building construction severely limits its vigorous development in the city.So,how to resolve this contradiction is related to the future development of urban parking building construction.Public Private Partnership(PPP)as a model that the public and private sector are together to participate in a financing model of the project,its application to urban parking building can not only relieve lack of government finance,but also meet the current strong demand for it.In the case of the government to alleviate the shortage of financial resources,it introduced the competition mechanism of the private sector,making the construction of urban parking floor to maximize the benefit of the final avenue.This paper summarized the domestic and international's theoretical research and practical experience of parking building construction and PPP model,analyzing the historical background and basic theory of PPP model,briefly introducing the definition,classification and basic structure of PPP model.on this basis,it study the application of PPP model on Lianglu parking building in Chongqing.Firstly,it summarized the domestic and international's theoretical research and practical experience of parking building construction and PPP model.On this basic,it analyzes the operating and financial characteristics of PPP model,it also analyzing the conditions of using PPP model and the advantage of application on parking building.Then,according to the features of parking building and PPP model,it analysis the feasibility in terms of economic,political,legal,risk and revenue,then getting the PPP model in the application on the Lianglu parking building in Chongqing.taking the PPP project of Lianglu parking building as a research object,from the selection,conception and operation aspect of its PPP model,analyzing the application of PPP model on it.Finally,using VFM and performance evaluation analyze the risk of Lianglu intelligent parking building PPP project.VFM evaluation is mainly based on the selected initial SPC indicators,allocating all types of risks.Performance evaluation using the benchmark method,the result is good,and for the insufficient of the project,putting forward the corresponding improvement measures to make better use of PPP in parking building.
