| In view of China’s context that the rapid demand growth and the high decline supply rate in oil. China launched its new energy security strategy design aiming at strengthening new-trading partnership. consolidating bilateral cooperation and promoting global petroleum assets configuration to improve energy security. The Chinese government is trying to encourage Chinese enterprises to increase overseas investment, a "going out" strategy comes out to guide and promote domestic enterprises for developing transnational business strategy and setting up factories. Due to its resource-rich oil reserves and good market potential. Africa with its unique geopolitical advantages is becoming the first choice of various Chinese enterprises to explore multinational investment.Oil cooperation between China and African countries goes nearly a history of10years. Up to now. the number of China imports of crude oil from Africa rose to70.74million tons in2010from16.95million tons in2000. The role of Africa’s strategic position in China’s crude oil supply is becoming increasingly important. Africa has become one of the important areas to implement China’s "diversification" strategy of oil security.However. China’s overseas energy investment is by no means smooth sailing, there are a series of non-traditional security threats, geopolitical risks and economic risks. This is not only a threat to the profits of our enterprises, but also a threat to China’s energy security support system. Therefore, it’s quite important to conduct analysis of the threat to China’s petroleum investment environment in Africa from the perspective of energy security and the non-oil investment. In this dissertation the risk breakdown structure and expert investigation methods are adopted to identify specific threat factors. Based on these relevant theories, the paper builds an evaluation model of non-traditional security threats to China’s oil investment in Africa by using AHP. This built-up model adopts5primary indicators and15secondary indicators. Evaluation and analysis on China’s investment security environment in Africa is carried out. Finally, based on the concept of non-traditional security. suggestions are posed to cope with the threat to China’s oil investment in Africa and to safeguard China’s oil and enerav security. |
