The Research On The Situation And Countermeasures Of Science Popularization Resources In Tianjin

The comprehensive national strength based on science and technology and economic strength, fundamentally speaking, is the national scientific quality competition. It has become a world consensus that citizens' scientific quality has much influence over individual self realization, country's long-term interests, and even the progress of human civilization. Developed or not, all the countries have enhanced the public scientific literacy in an important strategic position.The theory and practice of science communication is interdependent on and mutually promoted with the public scientific literacy. With the construction of public scientific literacy in China being more and more mature, the concept of "science communication" has gradually replaced that of "traditional popularization of science" and "public understanding of science". The public attitude will get more respect while the social resources allocation tend to be more reasonable.The fundamental of scientific literacy improvement is popular science building, of which the cornerstone is science resources. Therefore, the popular science work fundamentally relies on the accumulation of science popularization resources, and the development of such resources will be bound to promote the development of science popularization.The focus of this research is to find the combination of science resource construction and public demand. Based on profound understanding of the needs and preferences for Tianjin city public science popularization resource, the paper explores the existing problems and countermeasures of science popularization resources construction and puts forward the innovation methods of science project management to achieve the optimization of science resource allocation and obtain maximum benefit from limited resources for the ultimate realization of the popular science resources co-construction and sharing.Starting from the existing popular science resources in Tianjin city, the paper analyzes the following problems restricting popular science resources co-construction and sharing on the basis of the survey data of the demand and preference for the public science popularization resource in Tianjin city: The science resource construction and public demand does not match; The science and technology resources cannot be converted into high quality science resources; the market cannot make up the deficiency of public products because of the low level industrialization; New media resources construction lags behind the technological progress and the needs of the public etc. Taking "The first national popular science cartoon contest" for example, the paper tries to use PDCA cycle to put forward new ideas for the science project management by turning from target management to steering process management.
