Nowadays science and technology have become a major factor in supporting and leadingthe economic development and social progress. They also lead to profound changes inproductivity, production methods, lifestyle and even economic and social developmentworldwide. In order to raise the scientific literacy, popularizing science and technology hasbeen given equal status with scientific and technological innovation. The2007survey resultsshowed that the proportion of public scientific literacy in China is2.25%, which increased0.27percentage points from1.98percent in2003, and increased0.65percent points from1.60percent in2005. But compared with developed countries, it is still lagging behind. In2000,the proportion of the American public scientific literacy level has reached17%; Canada in1989has reached4%; Japan in1991has reached3%. Therefore, the promotion of civicscientific literacy in China becomes the inevitable choice. However, according to the historyof science, philosophy of science, sociology of science, it has been reached a consensus in theinternational community that education is a very important and feasible way. From theperspective of history, education can help the public understand the nature of science,construct scientific knowledge, and develop public attitudes, emotions and values. Analyzedfrom the perspective of the philosophy of science, education is beneficial for us to clearlyunderstand the essential characteristics of the scientific knowledge and its construction. It alsoprovides the epistemological and methodological guidance for the improvement of publicscientific literacy. Analyzed from a sociological perspective, firstly education is beneficial forthe public to recognize the objectivity of knowledge and promote a pluralistic view ofknowledge. Secondly it is beneficial to cultivate the public’s scientific literacy. Finally, ithelps the public understand the relationship between science and society.Improving the scientific literacy of the public is a long and arduous task, which can notbe done overnight. Developed countries in the development of public scientific literacy havealso gone through a long process. Practice has proved that the government’s full support andbasic science facilities strengthened is a prerequisite for improving public scientific literacy;increasing the efforts in science popularization and improving the science education system are the effective way of enhancing public scientific literacy; Science Communication anduniversal participation is key to raising public scientific literacy;promoting the spirit ofscience consciously is the assurance for improving public scientific literacy.
