| As one of the core content of housing security system in our country,Shantytowns renovation is the effective way to solve the problem of the housing difficulties of urban low-income groups. So our nation actively promote public-private partnership(PPP) model in hope to fully take advantage of the private sector to crack difficulties in the processing of shantytown renovation.Based on the practical experience in the related fields at home and abroad of using the PPP model and the preliminary practice of using the PPP model in shantytowns renovation of our country, this paper puts forward the PPP model that based on the integration of investment and loans in financial institutions. This model realizes the combination of financial institutions and the PPP model.The paper makes a profound research on the construction of a financing platform and the design of the operation mechanism which solved the problems how to use PPP model in the processing of shantytowns renovation.And the paper focused on research on risk management,which is not only the important content of the security system but also the key of the model.These studies about security system and risk management are conducive to better operation of the model.This paper mainly researched on the following aspects:(1)This paper describes the research background and purpose,domestic and international review of shantytowns renovation and the PPP model.Besides,the paper explains the relevant theoretical concepts, including the connotation, characteristics,operation principle of PPP mode,the concept of shantytowns, the status and history, and the main problems that exist in the transformation process.All the instructions above are for arriving at the conclusion :achieving market-oriented operation by the introduction of social capital is the only way of shantytowns renovation.By the way the feasibility of shantytowns PPP model is demonstrated from the external environment, internal mechanisms and related practices.(2)Through preliminary practice examples analyzed in detail and summaries of related research, with the PPP model of shantytowns, we summed up one key of the shantytowns PPP model is the design of operating PPP model. This paper constructs a multi-dimension risk assessment model based on fuzzy comprehensive analysis in order to ensure comprehensive risk assessment of the PPP project.This article analyzes the case through instances.Providing quantitative basis for the participants when they decide whether to participate in the project and the key of risk-sharing, as well as risk control.At last,designing a framework for risk sharing based on the principle of shared risk and operational processes. |
