Research On Ppp Mode Shantytowns Project Financial Risks Management

PPP is believed to play an important role in promoting the development of infrastructure and public services.In Europe,the United States and the developing countries,it is becoming an increasingly important infrastructure provision mechanism,and a considerable number of countries have established institutions to promote and promote PPP projects.All governments have cooperated with social capital in various projects to establish the supply mechanism of social capital participation in infrastructure and public service construction from the preparatory work of specific projects to improving the level of government service.In China,PPP projects have entered a period of rapid development.In 2016,compared to 2017,there were 2,864 PPP projects and a total investment of 4.0 trillion yuan,which will increase in the future.PPP project is a breakthrough for local high debt ratio,an important way of supply reform,an inevitable outcome of China's entry into the deepwater area,and a major livelihood project that benefits the whole people.However,the efficiency of the current PPP project is not high enough.There are many risks from the approval of the project to the final transfer.The key to improving the efficiency of PPP projects lies in how to better The risk of PPP projects is controlled and controlled.Therefore,the research on the management and control of financial risks of PPP projects has important practical significance.The present thesis,adopted normative research,by means of literature analysis,sample statistics,comparative analysis and trend analysis,discusses the financial risk control and internal control of PPP mode shantytowns project.Through the relevant literature of PPP risk and financial risk control are summarized,study based on the shantytowns of ShangQiu city,First of all,the basic content of the project and the basic situation of the item company and the mechanism of return are introduced.Identify key financial risk factors by a questionnaire,Calculate the data according to the project information,And analysis factors by sensitivity analysis.Secondly,the financial risk management and control analysis is carried out.Analyze the causes of financial risk by Taking the key risk factors as the starting point.Analysis the financial risk control according to the classification of financial risk.Put forward the problems of financial risk management & internal control by contrasting the current financial risk control of PPP shantytowns project in ShangQiu.Finally,put forward the financial risk management & internal control measures for the PPP shantytowns project in ShangQiu,on the basis of the three levels of the financial riskmanagement &internal control system and the principle.This article combines data statistics with document research,and theory with practice,which improves mere theoretical analysis method.Moreover,this article states points by raising problems,analyzing problems and solving problems.Many problems are found,such as the division of responsibility unreasonable,financial risk control content remains to be perfect,lack of quantitative risk assessment,risk management culture has not been established.Aiming at these problems,based on the collected literature and normative research,this paper carries out financial risk management &internal control analysis from four categories: financing risk,investment risk,cost overspend risk and profit distribution risk.In view of the reasons for these problem,this paper puts forward some suggestions from strengthening system construction,improving project governance,realizing financial risk control and creating financial risk control culture.
