Investigation And Study On The Current Situation Of Technical Skill And Work&life Of Peasantry Building Workers In Anhui Province

At present, more than 300 million migrant workers take part in basic construction of buildings and they are regarded as mainstay in this industry. But in recent years, the topics about migrant workers are constantly discussed, such as household registration issue, asking for wages, mental health and occupational diseases, which become the focus of public concern. At the same time, problems about themselves exist in their work, like their low cultural qualities, lacking of professional trainings and great job mobility. Most of them do not have the technical skills that can meet the needs of modern construction work. So it is very necessary to have a comprehensive understanding about their technical skills,working and life and try to improve them. In this paper, three chosen cities in Anhui province: Hefei,Wuhu and Jinzhai are analyzed to learn about their work and life through the forms of questionnaire and interview.For designing the questionnaire, this paper mainly refers to research results of human capital theory and vocational education theory, which is used to measure the technical level of migrant workers by the degree of education, working experience and the frequency of vocational skills trainings. In addition, the questionnaire also includes information about the peasantry building workers' working and living condition. After retrieving the questionnaire,then analyze the relationship between technical level and wages by the “mincer equation” and using “SPSS 19.0” to analyze the relationship between various factors in order to get the quantitative relationship of the mutual influence between technical level factors and working&life factors after the questionnaire.The main conclusions of this paper are as follows:(1) The aspect of work and lifeAccording to the survey, the problems appear as: construction companies can't get enough employee, also can't maintain a stable employment relationship with employees; the employment contract signing rate is low; social insurance enrollment rate is low; some rules and procedures are unreasonable and imperfect.Most construction operators are males with a relatively higher average age and from countryside. They are satisfied with their wage and motivated for the job, but also have some problems.(2) The aspect of technical skillsAccording to the survey we found that most of the peasantry building workers are not adequately educated and they rarely take part in vocational trainings. But most of them have a long working life and have a lot of construction experience.(3) Conclusions obtained through data analysisTo improve the Migrant workers' level of education and the frequency of the vocational trainings can significantly improve their income and the understanding about the quality requirements of construction projects that will greatly benefit the development of the construction industry?For the above conclusions, this paper gives some solutions as follows:Deepen education reform; strengthen the construction of basic education in rural areas;set up the fund that is used to improve the peasantry building workers' technical level as construction fees; perfect the social security system; consummating the wage standard;reinforce the implementation and supervision of enterprise labor contract system; enhance the implementation and supervision about enterprise labor contract system.
