With the people's living standards rising, the desire and pursuit of health and longevity increase. Chinese consumers have rising purchasing power for those health foods and dietary supplements, which are boosting the markets growth rapidly.However healthy food or dietary supplements are not efficient therapeutics for illnesses. In order to pursue high economic benefits, some food producers added non-food substances into their products illegally, claiming that their products had some kind of therapeutic efficacy for some diseases. Long-term consumption of illegally adding non-food chemicals in food do great harm to the human body. In order to safeguard people's health, The China Food and Drug Administration had embarked on a series of special rectification projects in the area of food safety.These projects regulated the food safety and the market, while cracking down on the illegal activities and violations in the food market, and played a very important role to protect people's health.This paper focuses on a special project from the food safety rectification projects, which was the rectification project concerning the preparation of wine in Guangxi, and carried out the research on the implementation and management of the project.Mainly the studies were about the problems presented when the project was implemented and managed the market of the preparation of wine. Some problems would appear anytime in the life cycle of the rectification project, including four stages, they were plan, start up, Implement, and ending.Though the analysis for the problems appeared in the project management, we made better countermeasures and suggestions for management of the wine market,which was based on the new circumstance when the FDA reformed it.In this study, the contribution might have two aspects.First, to establish a normalized regulatory mechanism for the rectification project of the Preparation of wine, helping to consolidate the results of the project; The second is to provide some reference for the management to the food safety special rectification project.In the future we plan to carry out some other safety special rectification projects, for example, food safety, drug safety, safety of medical devices, and cosmetics, and other similar project management. This study provided a useful reference, successfully achieved the project objectives, and gained the social benefits from keeping safe the public food and drug, stabilization the state, and protecting people's health.
