The Problems And Countermeasures Of The Social Endowment Insurance System In Yuzhong District Of Chongqing City

As the aged population increases,more and more social members hope to live in comfort in their old age.When social members lose the ability to workand can't get income,endowment insurance can providefinancial support and guarantee their basic living,so it'sdeveloping rapidly and becomes increasingly important.China's endowment insurancesystem was established after the founding of the PRC.For decades,especially inan aging society,various problems have appeared,which restricts the sustainable development of endowment insurance.In order to stimulate its development and guarantee the basic living of social members in their old age,we must seriously analyze the causes of the problems and find the solutions.In Chongqing,Yuzhong district is known for a high level of urbanization and economic development.There are serious remaining problems and a large number of insurants with various needs.In the level of municipal management,endowment insurance in Yuzhong district has its own characters.In this thesis we took Yuzhong district for example.Using the methods of document research,comparative analysis and quantitative analysis,we found out 3 major problems in existing endowment insurance of Yuzhong district: fairness,balance of income and expenditure,sustainability in the aging society.Aiming at the problems above,we proposed the following solutions: to improve the policy of supplementary payment,to improve the mode of partial accumulation,to raise the retirement age,to increase payment years,to expend payment range,to establish and improve multi-level endowment system.There are 6 chapters in this thesis.Chapter 1 is the introduction of the research background,significance,methods,overseas and domestic research status of endowment insurance.Chapter 2 presented several basic concepts and 4 fundamental theories of endowment insurance.Chapter 3 described the overseas and domestic development of endowment insurance,its basic modes,the relationship between urbanization and endowment insurance,which provided guidance for the development of endowment insurance in Yuzhong district.Chapter 4 focused on basic situation of economic and social development in Yuzhong district,and the basic condition of its endowment insurance.Chapter 5 analyzed the causes of the problems of endowment insurance in Yuzhong district: fairness,balance of income and expenditure,sustainability in the aging society.Chapter 6 proposed the solutions to the problems mentioned above: to improve the policy of supplementary payment,to improve the mode of partial accumulation,to raise the retirement age,to increase payment years,to expend payment range,to establish and improve multi-level endowment system.
