Beginning Of Reform And Opening Inner Mongolia Autonomous Region's New Su Luke Responsibility Dynasty

Animal husbandry is the characteristic industry of Inner Mongolia and basic industry of local economic development. Inner Mongolia lies in north of China, which is one of five grasslands in China and it is also the natural northward ecological protective screen. From the old period, Inner Mongolia was well-known for its rich and beautiful prairie, fine livestock species, various animal products and processed products, and glorious prairie culture. At the beginning of the reform and opening up time, Inner Mongolia, under the leadership of the party central committee and the state council, promote regional economic development and also accumulate rich experience in accomplishing reform and open policy of minority regions combined with the local reality.From perspective of related theory in the history of the Communist Party of China, by introducing the origin, carrying out, development and effect of the New Su Luke responsibility system, the paper reviews the experience and lesson obtained from the process of policy reform of Inner Mongolia pastoral area and glazier economy development at the beginning of the reform and opening up time. Meanwhile, it stresses that, when developing glazier economy, the economy regulation and natural ecological regulation should be obeyed. Also, we should combine the specific circumstance of our area and find countermeasure approach of glazier economy to further plan and build it and lead glazier economy of Inner Mongolia pastoral area to road of sustainable development, providing reference value to further people.
