Research On The Overall Expenditure Performance Evaluation Of The Urban Management And Administrative Law Enforcement Department In The X City

Under the background of China's economy entered a new norm, the central and local fiscal revenue decreased year by year and local debt crisis got severe, the problem of "financial efficiency" of local government departments is an issue that is worthy of research in the fields of financial and fiscal. Local government departments how to use the limited budget resources to the best, and maximizing the comprehensive benefit in the process of expenditure and input, is to resolve the contradiction between the area to better satisfy the social public needs and the lack of financial support, and the core topic to improve the internal management level of departmental budget. It has become a major trend by the means of the performance evaluation to promote improvement of local government performance. The party and the country attached great importance to the promotion of performance evaluation.The18 th National Congress of the Communist Party of China clearly put forward the promotion of government performance management. The Third Plenary Session of the18 th Central Committee of the Communist Party of China also emphasized the concept of performance. However, the research on the performance evaluation of local government in our country is relatively insufficient at present, especially the research on the overall expenditure performance evaluation of the department. Both the focus of research and case studies are extremely scarce. It is urgent for us to further explore and study in theory and in practice.The basic theory and practical significance of the department overall expenditure performance evaluation are summarized based on the relevant research status at home and abroad. The overall expenditure performance evaluation work of the urban management and administrative law enforcement departments in the X city is regarded as the research object,the current situation and problems in the overall expenditure performance evaluation of the department is comprehensively analyzed, and in view of these problems, the suggestions to improve the overall expenditure performance evaluation of urban management department in the X city are put forward. This paper is divided into four parts to discuss. The first part is the introduction, the background and significance of this research is introduced firstly, relevant theoretical and practical research results at home and abroad is summarized, research framework and research content are constructed. The second part is to elaborate the related theory of the overall expenditure performance evaluation of the department, mainly related to the theory of performance evaluation of government departments, establishment of performance evaluation system, and overall expenditure performance evaluation of the department. The third part is that the current situation of the overall expenditure performance evaluation of urban management and administrative law enforcement departments in the Xcity is elaborated, and some problems in the process of the performance evaluation of the department are explored and analyzed. In the fourth part, aiming at the problems such as the performance goals difficult to determine, the performance evaluation index system setting unscientific and the lack of work basis of performance evaluation in the process of overall expenditure performance evaluation of urban management department in the X city, the four suggestions to improve the overall expenditure performance evaluation of urban management department in the X city are put forward.
