Study On The Path And Policy Measures Of Henan Province To Undertake And Develop The Textile And Garment Industry

Industrial transfer is the effective way of accelerating the transformation of economic development, promoting the optimization,upgrading the industrial structure, and achieving the regional economic and social development by leaps and bounds. Since the 1990 s, China's eastern coastal areas began to undertake the related industrial transfer gradually from the developed countries,particularly the textiles and garments, electronics industry and other labor-intensive industries, which all have moved to China's southeast coastal areas. In order to enhance the quality of economic development, the cost of production factors in coastal areas,such as the land, labor, resources and environment have rise, and the large number of labor-intensive industries southeast coast need to transfer to the central and western regions where have low labor costs. Overall, the industrial transfer from the eastern to the central and western regions is the inevitable trend of economic development. But at different stages of economic development, the transfer of industry type, speed, form tend to be quite different. Under the background of the economic "new normal", the eastern coastal areas of textile and clothing industry have been transferred to the central and western regions, which will bring new development opportunities of economic to Henan province.In this paper, we take the XinMi Quliang textile and apparel industrial as the research example, describes the current situation and the characteristics in Henan Province to undertake the textile and garment industry, analyzes impact of the textile and garment industry on economic development in Henan Province and the Central Plains Economic Zone. And then continues to undertake the inquiry textiles development path garment industry, and to promote better policy recommendations to undertake industrial transfer and development of Henan Province.
