The Research On Financial Risk Of Z Bank In The PPP Project

PPP as a new public-private partnership model was used in infrastructure projects.It overcomes the defects of the traditional financing mode of public sector such as funds shortage,long life cycle,inefficient management and risk,but also for private sector broaden the financing channels and obtained a certain profit.Social capital to participate in infrastructure and public service projects through the PPP model,can expand the financing channels for the construction of urbanization and establish a sustainable,diversified capital injection mechanism.In the context of the government to vigorously promote the PPP model,commercial banks should take a good grasp of business opportunities in the new model.Z Bank united CITIC Group such as CITIC Securities,CITIC Trust,CITIC Real estate,CITIC industrial investment fund units,composed of PPP consortium.It have provided a package of solutions for PPP projects,and helped the fusion of the government and social capital.However,our country is still in the exploratory phase of the PPP project in theory research and practice,is not yet mature.Especially in practice,PPP projects face the presence of a large number of risk factors due to the lack of a clear development planning and institutional arrangements.Furthermore,as PPP project construction period is long,involving a wide range,under the influence of complex and changeable factor,the commercial banks involved in the PPP project has a certain degree of financial risk.Therefore,it is very important to analysis and prevent the risk especially financial risk when commercial banks seize the opportunities of PPP mode.In this paper,on the basis of relevant literature research,through Z Bank to participate in medical support combined with PPP project case analysis,the financial risk of commercial banks participating in the PPP project were studied.Firstly,introduce the content of the operation of the XJ combination of medical care project under the PPP model and the ways of the Z Bank involved in the project,then the financial risks of Z Bank to participate in this projects were focuses on the analysis,and further analysis the causes of the financial risk from the macro environment,the project areas and the bank.Finally,aiming at the causes of financial risk,give some suggestions to prevent financial risks when the Z Bank involve in the PPP project.In the macro environment to focus on policy oriented and fully understand the market;in PPP projects to select high-quality companies,make the comprehensive assessment on the participation of all parties;the bank need to strengthen communication between the parties,make a good project docking,and at the same time to provide integrated services,take a good risk management in the whole process.
