“to establish the enterprise as the main body, the industry-university-research cooperation technology innovation system as the breakthrough point”is the guiding ideology of the sci-tech system reforms, industry-university-research cooperation includes industry development ? talents cultivation and scientific research,accordingly, university ? enterprise ? research work together, focus on cultivate new technology which possess proprietary intellectual property rights,set industrial innovation to be the target,so it can motivate innovation-driven development.In 2013,Gansu deepened the reform of the sci-tech management system, promoted practical?theoretic and institutional innovation.As the key area of western development,sci-tech innovation ability has being improving in these years,but wide gap remains with developed areas.Therefore,to figure out the development status of Gansu sci-tech innovation,to identify the disadvantage,hold the shortage of innovation system,have significance of the direction and competitiveness of future.This paper expounded the source and type of “innovation subject”, use data statistics ? comparison analyze ? induction ? case analyze method, analyzed the enterprise ? university and research institution in innovation development and innovation ability, compared with relative data in longituninal and parallel comparison,and found out the exinsting problems,it must be carried with innovation ? harmony ? share ? open so it can promote the economic growth,the government should transform fuctions,strength institution and management innovation,reinforece the construction of RIS,arouse the ambition of innovation,to guarantee the healthy and harmonious development of innovation subject.Finally, proposing few countermeasures for problems and for future which in sic-tech innovation development.
