P Engineering Company is an important state-owned assets and utilities operating body in Puwan New District, mainly engaging in land development, security housing construction, and other services.P Engineering Company is always operating smoothly. The Organization Department of the Central Committee will no longer allow civil servants to be part-time enterprise legal representative according to the administration of enterprise legal person registration provisions. At the same time, P Engineering Company lacks the long-term development strategy. In addition, the rival pressure, such as Dalian Detai CO., LTD., has contributed largely to P Engineering Company problem, which requires P Engineering Company to find its own development strategy and to put into practice as soon as possible.In conclusion, taking P Engineering Company as the research object, this paper analyzes the macro environment, industry environment of the external environment, and the basic situation the condition of internal organization and management, financial analysis of the enterprise. According to the relevant theories of strategic management, using the potter five models, PEST and SWOT analysis method, we deeply analyze the opportunities and threats faced by companies, and its advantages and disadvantages, so as to develop diversified development strategy:based on the construction of the main civil engineering industry, we will keep the steady development of the real estate and entity management, and coordinate the promotion and construction of industrial parks and facilities combining with the operating capital, and do implementing evaluation from the leadership style, organizational structure, platform resources, and put forward specific safeguard measures of strategy implementation, such as standardizing corporate governance, enhancing corporate culture; innovating financing model, focusing on information technology; strengthening project classification, allocating resources rationally; building evaluation system, keeping the dynamic tracking.
