| With the growth of China’s economy and the increasing social structure, urban and rural residents’ pension problem has become more and more serious. The problem of the old age has been widely concerned by the society and the country’s attention. In 2009, the state introduced a new type of rural social endowment insurance system,2011 implementation of old-age insurance system for urban residents, in the nationwide selected pilot trial,2014 in the nationwide realized full coverage of the system, to establish a unified urban and rural pension insurance system. Xixia County, Henan Province as the first batch of new rural social endowment insurance, urban residents endowment insurance, urban and rural residents endowment insurance pilot county, foretaste of go ahead of the rest, in the process of policy implementation, from the national pilot counties, development for the province demonstration county and found a lot of problems, also accumulate accumulate valuable experience, the Xixia County as the research object, on the one hand, as a grass-roots handling unit, found the problem closer to reality and seeking truth from facts. The research has practical significance, Xixia County, on the other hand as handling and Management Service Demonstration County, valuable experience is worth learning from.This paper is divided into five parts, in study and summarize the related literature at home and abroad, visiting survey, view based on the data, the first analysis of the background and significance of the research, theoretical tools for research, the innovation and insufficiency and then describe development process of China’s urban and rural residents endowment insurance system, to establish the background, followed by Henan Xixia urban and rural pension insurance system content, the status quo, through to the present situation of the study found that the existing problems.
