Emergency industry is a integrated industry which meets the demand of the state,society and people’s public security,to enhance the emergency response capacity and providing special products and services for the prevention and preparedness,monitoring and early warning,disposal and rescue of emergency.That is to say,when the unexpected events,such as accidents,natural disasters,public health and social security and health crisis and property safety,occurred before or after,it provides related equipment,technology,information and other means and products and services for emergency rescue activities,protects public health and safety,social harmony and stability and the national public security.According to the category it can be divided into: rescue equipment and technology,equipment and technology,warning monitoring and diagnosis,prevention protection products and technology,emergency education and training advisory services.With the development of society,politics is increasingly diverse,economic activities become more frequent and security issues evolve to abnormal and non-traditional and become social security issues.Moreover,the destruction and influence of public security problems is constantly increasing,and it is a great challenge to the existing methods and mechanisms of the existing emergency industries.At present,terrorism has become the social public security problem to which the Chinese government attaches great importance.In the territory of China terrorist activities as one falls,another rises,intensified,the way of terrorist activities by a single attack evolve to continuous attacks and bombings,ambushes,sniper attack,and other action occurs at the same time,to further deepen the dangers of terrorism,which has the wide spread,large economic losses,casualties tragic characteristics and brought great difficulties to the government disposing of terrorist.Therefore,in emergency anti-terrorism industry,reasonably configuring anti-terrorism facilities location point and optimizing the resource scheduling and fast predicting possible hidden safety risks,promptly taking emergency response to terrorism is the key factors of reducing casualties and economic loss.In the process of the government to coordinate the deployment site and optimize the allocation of resources on counter-terrorism,the research work includes the following two points:First,based on the relevant literature research,such as Zhong establishing the dangerous goods transportation network cascading failure model in response to a series of terroristattacks and Berman establishing the dynamic game location model against terrorist attacks,considering government departments coordinate anti-terrorist facilities location and emergency resource scheduling problems,the paper constructs the Stackelberg game model of anti-terrorism facility allocation and resources scheduling under the condition of continuous terrorist attacks,and then analyses the government’s anti-terrorism facility location and best resource inputs under terrorist continuous attacks.According to the anti-terrorist facilities network case of Kashi area in Xinjiang,the numerical example is adopted to show the complex relationship of different situations among the optimal counterterrorism resources,the number of attacks,anti-terrorism facilities location and governments and terrorist utility.Second,based on the relevant literature research,such as Jain considering potential victims’ coordinated response of "self" behavior coping highly visible terrorist attacks,we construct resource allocation optimization model which consider the level of terrorist attacks and the optimization level of government counter-terrorism resources,at the same time introduce potential victim decision variable.According to the anti-terrorist facilities network case of the territory of China,the numerical example is adopted to show the complex relationship of the decision variables of potential victims,the level of government counterterrorism resources investment and the level of terrorist attacks.The conclusion is:Firstly,in the process of anti terrorist emergency management,there is the alternative relationship among the number of anti-terrorist facility location,government emergency ability,and the optimal input of anti-terrorist resource.There has the better implementation effect when government anti-terrorist forces simultaneously consider the antiterrorism facility location and resource scheduling problems.Secondly,in the anti-terrorism tension of resource allocation,potential victims increasing the degree of concentration of resistance will significantly reduce the total damage caused by terrorist attacks,and government security facilities location optimization and counterterrorism resources effective disposition and potential victims optimal resistance level responding and preventing the continuous terrorist attacks,will make social and urban losses to a minimum.
