Integrated Management Of Procurement And Inventory For Emergency Materials Based On Stackelberg Game

Over the past decade,large-scale of public emergency occurred frequently.Such as"9·11 events", the crisis of SARS, the tsunami of Indian Ocean, the earthquake of wenchuan, the earthquake of Japan and so on, all of these disasters made gigantic loses,and gave sad memories to people. China is the frequency of sudden public incidents countries with high, sudden events gave to China's enormous losses every year. Because the unpredictability of such events, after the events, authorities can make quick and accurate responses as to reduce the loss event, to save the life and property is only means. In fact, The disposition of emergency requires lots of emergency supplies, the government needs to stock large quantities of supplies. From the security point of view alone, the stocks of materials as much as possible, but the stocks is too much, it may take up too much contingency funds, in fact, contingency funds of China is not sufficient, while incidents have uncertainty, maybe in a long time, no large scale emergency occur, then, the stocks have losses for the stocks were reserved too much time. In fact, such losses have not real social benefits. In short, the emergency materials' reserve not only need to be security but also need to have an appropriate scale.This paper summarizes the existing emergency procurement and inventory management methods, then put forward the option of emergency supplies and the inventory procurement way of government enterprise cooperation, and proposed the government's inventory model for emergency materials based on sudden events risk rating, and then combine ABC classification to construct Government's procurement inventory integrated model for emergency materials, which included a qualitative model and quantitative model, the former with the flow chart, the latter was constructed as the core of stackelberg game. Finally, comparative analysis with specific examples the original model and the integration model, which presented in this paper, results show that the new model took a clear advantage.This paper stands point of third-party researchers to discuss the emergency supplies procurement and inventory management's two-party, government and enterprise's behavior, but the emphasis is government, showed that most of the text model is built from the perspective of the government. This study can give a reference, when the government to develop emergency materials procurement and inventory management solutions, the various models proposed in this paper also enriches the theory of emergency materials management to some extent.
