Impact Analysis Of Target Price Reform To The Income Of Cotton Planters In Xinjiang

Cotton as an important raw material for the important strategic agricultural products and cotton textile industry development in Chinese national economic development, and it is very important to ensure the income of farmers in Xinjiang. Over the past 20 years, Xinjiang's cotton industry has support by the relevant state ministries and commissions. According to national policies and market demand, and government also promote the development of cotton industry. Xinjiang has become our country that can not be replaced by other cotton producing areas. Not only for maintaining national safety of cotton, stabilize domestic cotton market prices and improve the competitiveness of the cotton fabric provides a solid guarantee,but also to keep the development of the rural economy in Xinjiang, social and political stability and farmers continued to increase played a major role. But in recent years, domestic cotton price distortions and the high rapid of the cost of cotton production in Xinjiang. It results in the decline the quality of cotton, and reducing the production of cotton in Xinjiang.Given the special status of the cotton industry in the national economy, our country chose to implement the reform of cotton target price in Xinjiang pilot, which will have a significant impact on the long-term development of the cotton industry in Xinjiang.In this paper, we analyze the history of the development of agricultural subsidy policy and the support policy of cotton subsidies in China at first. Including the increasing trend of the domestic and foreign agricultural support policies in the national market competition, the protection of domestic agricultural products,and promote the healthy and sustainable development of domestic agriculture. Through the quantitative analysis of the development scale and planting level of cotton in Xinjiang in recent years. The focus of this paper is based on the cotton subsidies in Xinjiang cotton farmers and the income of the farmers in the agricultural subsidy policy reform in recent years. The implementation of a target price of cotton reform and the change of Xinjiang cotton farmers income, by comparing the yield of cotton and wheat, corn and other agricultural commodities, and analyze the impact on farmers income in Xinjiang. Finally, through investigation and found the problem, we put forward to promote the development of cotton industry in Xinjiang and the policy of recommendations can improve the income of farmers.
