Study On Implementation Of The Cotton Target Price Reform In Xinjiang

The target price reform of cotton in Xinjiang is to under the condition of ensuring the farmer benefit, let market make full use of the Resource allocation, and the price of agricultural products to the market determined by the market. Through changing market prices to guide the production, circulation and consumption of cotton, which will promote the coordinated development of the cotton industry downstream. To establish and consummate the price of cotton formation mechanism in line with China's national conditions and economic development at the present period. In addition, Xinjiang's cotton reform pilot work is also responsible for improving the mechanism of agricultural price formation mechanism, which provides an important task for the accumulation of experience.Through the investigation of the specific implementation with the target price reform of cotton in Xinjiang in 2014,and visiting grass-roots staff who is responsible for cotton target price reform and part of cotton farmers with consulting the related experts, this thesis makes a study of Xinjiang cotton target price reform pilot in 2014. Based on the comparative analysis between cotton subsidy policy of the world's major cotton producing countries and development status of cotton industry and a brief analysis of preliminary results of the reform pilot for cotton target price and the main problems existing on the target price of cotton reform, which achieved initial success and the pilot process are briefly analyzed. To provide the basis cotton target price reform countermeasures and suggestions to reference for Xinjiang.Through the research, with carrying out the cotton target price reform pilot, this reform has made a great contribution to the price difference narrowing at home and abroad, the gradual marketization of cotton price, the establishment of a market oriented pricing mechanism, the reducing risk for cotton farmers, the protection for farmers' income and stabilization of cotton production in Xinjiang. About long capital payment cycle, high operating cost resulted from some complex procedure, lack of ad vocation, and other problem found in the survey, this paper puts forward relative countermeasures and advices to complete the reform of cotton target price of Xinjiang from aspects like, subsidy system construction, operation procedure optimization, ad vocation channels enlightenment, and so on.
