Study On The Two-oriented Approval Standards And Controls Of Zhuzhou's Construction Investment Projects

Constructions have aroused wide concern of the public for their high energy consumption and high emissions.In recent years,at home and abroad research for the constructions of green and low-carbon emerges in endlessly.A series of research is just the theoretical basis for the development of the constructions toward the resource-saving and environment-friendly.Zhuzhou is an important part of Changzhutan “two-oriented society” comprehensive reform pilot area.Because of the impacts of the construction industry on the resources and environment,the development of the construction industry has become a key element for Zhuzhou's construction of “two-oriented society”.The establishment of the index system of “two-oriented” constructions in Zhuzhou,would become powerful technical support for the reform of administrative examination and approval system.Firstly,the paper pointed out some problems of our country's constructions in the process of development,determined research methods of this paper,including the literature investigation method,the information research method,the concept analysis method,qualitative analysis and quantitative analysis.Secondly,the paper explored related theory and practice of the “two-oriented” constructions,deeply studied constructions' resource consumption and environmental impacts in Zhuzhou.Thirdly,This paper focused on making the index system of approval of investment projects of Zhuzhou “ two-oriented ” constructions.The determination of standards have experienced a lot of meticulous and rigorous studies and repeated demonstration,finally the index system was adopted by related departments.The index system consisted of 2 first-level indicators including resource-saving and environment-friendly.The resource-saving is divided into 4 secondary level indexes including energy-saving,land-saving,water-saving and material-saving.The environment-friendly is divided into 2 second-level indexes: resources recycling and ecological harmony.In all,there were 6 second-level indexes,and they were divided into 27 three-level indexes.Last but not the least,basing on the reality of reforms of Zhuzhou approval of construction projects,this paper put forward the control methods of “two-oriented” approval of construction investment projects in Zhuzhou.The first innovation for the constructions' “two-oriented” approval standards was quantitatively valuated and determined the weights of each index through experts scoring so that the approval standards had stronger maneuverability.The second innovation is that the index system not only evaluated the building itself,but also considered existence of the constructions' residential area.
