Since the reform and opening up,land has been a quasi-public goods,and the land market formed by it has become more and more active,the degree of market-oriented operation has been continuously improved,and the supply method has also changed from the initial allocation and agreement transfer to the current"bidding,auction and listing" system.However,with the rapid development of my country’s social economy,the improvement of urbanization and industrialization inevitably occupy land resources,and vigorously broadening the scope of land use has exacerbated the contradiction between the continuous demand for land and the supply of limited land resources.There are many chaos in the future development and utilization,such as extensive land use,changing the plot ratio of the land,and deliberately hoarding land to drive up land prices.The various problems in the development and utilization of land after approval have not only led to the loss of state-owned assets,but also are not conducive to the protection and utilization of land,deviating from the healthy development of the economy and ecology,and may even trigger a food security crisis.In this severe situation,strengthening post-approval supervision of land use as a feasible plan has gradually gained attention.With the successive promulgation of policy documents such as the "Decision on Deepening Reform and Strict Land Management" and the "Notice on Promoting Conservation and Intensive Land Use",the state has made it clear that strengthening post-approval supervision of land use will be put on the work agenda.And the next spread across the country.Although the land utilization rate of various provinces,autonomous regions,and municipalities has been significantly improved,post-approval supervision still continues to resist in the actual implementation process and progress is slow.Based on this,the author has conducted research on post-approval supervision of construction land in Zhangzhou.First,review and analyze the relevant global literature,explain the concepts and theories involved,and explore the reality of supervision to pave the way for subsequent discussions.Then,through the flow chart analysis method and case analysis method,the problems of post-approval supervision are summarized and verified,and 3 categories and 16 specific problems are sorted out.Finally,combine the COSO-ERM(2017)framework to find the point of convergence between post-approval supervision and it,analyze the underlying causes and provide corresponding solutions.This article innovatively integrates the COSO-ERM framework into the post-approval supervision analysis,and uses the construction land flow chart to make the problem investigation and induction.According to the holistic and systematic nature,with the help of multiple views of government supervision,the explanation of the problem and the cause is more theoretical,with a view to Provide new ideas for post-approval supervision of construction land in Zhangzhou..
