Nowadays, Chinese economy enters a new normality, the growth rate of GDP changes from doubledigit to singledigit. In order to adapt to social development, the central bank issued a series of economic and monetary policy which need comprehen d and support from all walks of society. And a good public communication of policy advocacy has important implications for basiclevel people's bank which as a bridge between the central bank and the social public.This paper introduces the concept of communication and communication stra tegy, and gives a brief introduction of researches of communication strategy. The aut hor states the huge function of communication strategy in enhance communication ef fect, and points out the direction of the promotion effect. In this paper, the central su bbranch of the people's bank in JJ city as a representative of the basiclevel people's bank to state the communication strategy of the basiclevel people's bank in the proce ss of policy propaganda. In addition, the author has achieved some views about the p olicy of the people's bank by questionnaire, and analyzes the problems of public co mmunication in the basiclevel people's bank. In order to enhance the effect of comm unication, the author remodels the communication strategy of policy advocacy for th e basic-level people's bank.
