In recent years, the CPC Central Committee and the State Council have attached great importance to the protection of cultivated land and have established the strictest protection system of arable land. The rapid economic and societal development lead to the shrinkage of per capita agricultural acreage,the deterioration of land pollution, the alarming food security and other hazards that endanger the national security and stability,arousing our concern about the critical situation of arable land protection. At present,the protection measures of arable land,mainly administrative and legal measures,taken by the Chinese government are still in want of improvement. To ensure the effective implementation of the relevant state laws and regulations,the author believes that the land ethics should be introduced and the value system of harmonious coexistence between man and nature be established in order to explore the approaches to the appropriate use of land and realize sustainable use of arable land in accordance with the land-use ethics.This article will elaborate the origin,concepts and connotation of land ethics, discuss the dialectical relationship between land ethics theory and the sustainable utilization of land and draw a conclusion that the land ethics is the theoretical basis of sustainable land use while the sustainable land use is the goal of land ethics. The results of this study would be duplicated and applied to arable land,laying a solid theoretical foundation for the practical application of arable land ethics. The author, while reading and analyzing the literatures relevant to land ethics,chose his own hometown Xiajiang County as a case,carried out field investigations and qualitatively analyzed the influences of the features of arable land in hilly areas upon ethical land use through the combination of quantitative and qualitative analysis,the application of theories to practices and the highlight of target-orientation and problem-orientation. In addition,corresponsive indicators were selected to establish an assessment system for the ethical use of arable land in order to quantitatively determine the level of ethical arable-land use in Xiajiang County with the aim of analyzing the restrictive factors of ethical arable-land use in Xiajiang in an objective and comprehensive manner.The comprehensive analysis indicated that the land cultivation index in Xijiang County land is relatively low,the farming radius relatively big with no obvious changes in the percentage of cultivated land,the regional gradients change slowly and the soil in this region boasts a large variety. All these hilly features,to some extent, restricted the application of the ethical use of arable land. From the three dimensions of arable-land value core,the fair use of resources and eco-environment protection, the according indicators were selected with the years of 2005, 2009 and 2013 as time references,established an assessment system of the ethical use of arable land, determined the general level of ethical arable-land use in Xiajiang County being at lower levels and analyzed the direct and indirect causes for the restricted ethical land use. Finally,according to the field investigation,the author came up with the practical measures of “targeting on the ethical use of arable land,establishing arable-land protection associations among farmers,regulating the use of arable land guided by land-use ethics,fostering a clean arable-land management environment by following land administrative ethics,and establishing the discipline of arable-land ethics by keeping firm grip on the study of land-use ethics” in order to provide a reference to the protection of arable land in Xiajiang County in Jiangxi Province and other hilly areas as well as the whole country up and down.
