Since reform and opening up,Our economy which like the great ship move forward was growing rapidly from the material deprivation to the world`s second-largest economy,and orchestrating its own phenomenal economic growth.The infrastructure construction of the city guarantee the normal development of the national economy and raise employment.The government introduce PPP model with the purpose of relief the financial burden and advance the public service level.At present our government is unfamiliar with the PPP model,pay no attention to the risk from the PPP model and lack of the early warning and treatment.At the same time,it`s been a while since the PPP model was introduced to our country,when most Chinese cities apply the PPP model,there are a lot of problems,and one of the most important reason is that the government doesn`t carry on the effective risk management and most risk researches about the urban basic facilities construction of PPP model are focus on the project or enterprise,rarely systematically on the risk of the government.Hence,if the government wants to solve the problem of the PPP model and improve the efficiency of management,one of the most important part is that have a clear vision and management on their own risk.This paper start from the data of the PPP model,analyze the deficiency of the research achievement and come up with the improvement on PPP model,define the operating concessions on PPP model,on this basis confirm the risk subject relating to governments and the relationship between the main subject and governments,construct the organization chart of the cities infrastructure construction on PPP models.By means of analyzing direct behavior of the subject which has a direct link with governments on the cities infrastructure construction on PPP models or has an indirect behavior through the direct subject carry influence to governments,Point out the risk brought by these behavior on governments which is in the PPP model,Combine related data and the expert investigation method,and set up the risk-analysis indexes system on the cities infrastructure construction which is in the PPP model,The risk factor from the AHP method apply to the extension model of the risk of government,Ultimately,determine the importance and influence of the risk factor which the government in the PPP model may face.The PPP model,a hot topic in the field of infrastructure construction in recent years,The government serving as an important participant of the PPP subject,carrying on the research about the risk of government which is in the PPP model,can improve the efficiency of risk management of government,preferably solve a series of the problem of the PPP subject,avoid to cause economy losses by reason of the risk to the government,even the bad public influence by the failure of the subject.At the same time,manage the risk of the government with the purpose of making the subject risk under control,making the PPP subject more operability,at last,make the subject successful.
