Study On The Development Situation,Problems And Countermeasures Of Family Farm In Lin'an City

Family farms are the basic organization model during agriculture modernization in developed countries.This paper compared the practice and enlightenment of family farm both home and abroad,then made a thorough analysis on the development status,existing problems and shortcomings of family farm using case study method and household survey method in the case of Lin'an City,Zhejiang Province.Finally,some suggestions were proposed.The main results are as follows:(1)Comparative analysis on the development of family farms in the United States,Germany,France,Japan and so on shows that family farms are the main mode of developed countries during their modernization of agriculture.For our country,the development of family farms has profound practical and theoretical significance.Family farms are becoming an important subject to supply agricultural products,an effective carrier to guarantee the quality and safety of agricultural products,an effective way to cultivate new farmers,and is an important way to solve the problems resulted by the household responsibility system in order to accelerate the development of modern agriculture.(2)In recent years,family farms have developed rapidly in Lin'an city,presenting serval development characteristics,such as high cropping index,operating varieties but scattered,family labors and employee equals,high level of full mechanization,land scale management,comprehensive supporting policies.There exist an inverted "U" shaped relationship between economic efficiency and land scale of family farms,that is,with the expansion of land scale,the economic efficiency increase previously,then reaches a maximum,finally decrease.(3)During the development of family farms in Lin'an city,it shows some shortages in land scale management,production funds,the overall quality of farmers,policy support and social services and so on.e.g.shorter period,non-standard form,low willingness for land transfer,great demand but difficult to raise for production funds,aging problem,low education,low degree of organization for farmers,not enough and not strong,high implementation and management costs,not standardized payment for subsidies,low payments for insurance,weak guidance for technical,stack for information,insufficient for public infrastructure,and so on..(4)To the healthy and sustainable development of family farms in Lin'an city,further efforts should be made.Promote land scale management and regulated transfer behavior for land transfer.Broaden the sources and improve usage efficiency for production funds.Strengthen management training and improve practice ability for farmers.Intensify policy support and improve agricultural subsidy policy for subsidies and for insurance.Improve the agricultural social service system and strengthen the service function and capabilities for public services,and so on.
