Research On The Development Status,problems And Countermeasures Of Family Farms In Zhuji City

Since 2015,Zhuji City has actively explored the cultivation and development of family farms in accordance with the relevant policy spirit of Zhejiang Province and the central government to support the development of family farms.It has successively promulgated the opinions of Zhuji Municipal Government Office on the cultivation and development of family farms,and the Normative Measures for the Recognition and Management of Family Farms(Trial Implementation).It has continuously increased its awareness of family farms.Family farm support,Zhuji family farm rapid development,has achieved remarkable results,but in the actual development process,there are still many problems,directly affecting the sustainable and healthy development of family farm.Therefore,it is of great significance to find out the problems facing the development of family farms,analyze the causes of the problems and put forward corresponding countermeasures for promoting the healthy development of family farms.By using the methods of questionnaire survey and interviews with key informants,this paper studies the current situation,existing problems and causes of the development of family farms in Zhuji City,and puts forward corresponding countermeasures and suggestions.The main conclusions are as follows:(1)Family farms in Zhuji City have developed to a certain extent.At present,567 registered family farms are registered.The farms cover more than 66,750 mu of land and 2024 employees.Family farms are mainly planted farms,which are relatively small in scale.Their operating areas are concentrated between 0 and 200 mu.Their registered capital is concentrated between 0 and 500,000 yuan.A few family farms have their own brand of agricultural products.Their operating years are mainly within 5 years,and their operating profits are mainly between 0 and 200,000 yuan.Family farm farmland transfer period is mainly 2-5 years,followed by a one-year signature;mainly through village committees as intermediaries for land transfer,using the way of annual cash payments to pay rent;54%of family farms have hired workers,of which long-term hired workers account for the majority;Zhuji City family farms mainly through their own funds to invest in students.Production,followed by banks or credit cooperatives,is mainly used to pay for land transfer costs and farm infrastructure construction;97%of family farms are insured by policy-based agricultural insurance;in financial management,most family farms have weak internal control,which exposes certain operational risks.(2)In the process of family farm development,the main problems are:difficulty in land transfer;difficulty in employment;difficulty in raising funds;low participation rate of agricultural commercial insurance;non-standard financial management of family farm;weak standardization and brand building.(3)The reasons for the above problems of family farms are as follows:the fundamental problem of peasants' security has not been solved,and the transfer of land is difficult;the large number of rural labor force has been transferred to cities and towns,and the enthusiasm of college graduates to return home is not high;the financial institutions are difficult to lend money to family farms,and the amount of credit available is not high;the compensation scope of agricultural policy insurance is small,and the rate of accompanying compensation is low.Low level;Family farm financial management system is not perfect,the degree of attention is not high;Family farm brand awareness is weak,lack of awareness of development and promotion.(4)In view of the above problems,it is suggested that Zhuji should solve the problem of peasants'old-age security and standardize the land circulation system;attract rural employment population and solve the problem of family farm employment;improve the mortgage guarantee model to solve the problem of family farm financing;improve the settlement of agricultural policy insurance claims and enhance the participation rate of commercial insurance.Establish and improve the family farm financial management system,improve the family farm financial management level,strengthen the family farm brand awareness of agricultural products,and mobilize farmers' enthusiasm.
