Implementation Of Forestry Subsidy Policies And Its Effect On Farmers Of Silvicultural Practices

Forestry is the inevitable path that improved ecological environment,promote people and natural coordination harmony,achieved sustainable development.However,forestry of weak quality,external,production cycle long and forestry products of public items would greatly affected the enthusiasm of forestry farmers,hindered the development of forestry.Therefore,the central government have launched afforestation subsidies,forestry subsidies policy such as pilot work since 2009.Is the forestry subsidies policy implementation effective to improve the enthusiasm of silvicultural activity for farmer?How to response to the subsidy policy and evaluation?In this study,analysis the implementation of forestry subsidies on Zhejiang Province,theoretical analysis how to affect farmers forest production by forestry subsidies.Based on the central government in Zhejiang Forestry Subsidy pilot project,combining typical sampling and random sampling method extract 311 households in Zhejiang Jiande and Kaihua.Empirical analysis of the impact of forestry subsidies to conduct forest production,then put forward policy conclusions and recommendations,The main course of the study and conclusions as follows:(1)Using descriptive statistics and comparative to analysis the achieved results on the forestry subsidy policies.Mainly includes: increased investment in forestry;promotion of forestland;improved forestry income;provides employment opportunities.(2)From the forestry subsidy policies of promotion,development and monitoring,this paper analysis the existing problems in the current policy,including: lack of policy cognition,ignored regional differences,and subsidy standards is lower.(3)Based on the rational peasant doctrine and theory of motivation,analysis forestry farmers behavior through Tobit model and multivariate linear regression mode.The results that follows:(1)afforestation subsidies and raising subsidies has a positive effect on farmers' investment in forestry at 1% significant level.In the case of controlling for other factors,per 1 Yuan afforestation subsidies amount to increase forestry inputs 0.6 Yuan;for every 1 raising subsidies,farmers' investment in forestry will increase by 0.12 Yuan.(2)afforestation subsidies and raising subsidies has a significant positive effect for farmers' forestry management scale.After controlling for other characteristic factors of the farmers,each received 10,000 Yuan afforestation subsidies,farmers' average increase of 4.44 hectares of forest area.In terms of raising subsidies,each raising 10,000 yuan subsidies increased 1.33 hectares of forest,the results through testing 1% significant.(4)The suggestions that improve and perfect forestry subsidy policy mainly from the capital,management and technology:implement dynamic difference central fiscal forestry subsidy standards;Expand coverage for forestry subsidy;Encourage the forestry investment diversification;enhance the publicity on subsidy policy,etc.
