Study On The Related Issues Of Creating The Insurance Innovation Experimental Area In Henan Province

China's insurance industry has achieved a rapid development in recent years. But meanwhile it brings many new problems and gets into a difficult situation. Because there are many congenital deficiencies, such as a late start, a weak basis and a narrow coverage, etc. In addition, the mechanism isn't perfect and the supervision isn't sufficient enough. If we want to overcome difficulties,we need to innovate the insurance development pattern. Therefore, the insurance innovation experimental area has emerged at the historical moment. It's not only the objective demand and inevitable result of reform and opening of China's insurance industry, but also the realistic choice of the development of insurance industry in our country. In 2006, Some opinions on the reform and development of the insurance industry came out, to speed up the reform and development of the insurance industry, constructe the modern insurance industry to adapt to the economic development. Under the background, the Shenzhen, Tianjin Binhai New Area and Chongqing established the insurance innovation experimental areas, deepening the development of the insurance industry. In 2014, Some opinions on accelerating the development of modern insurance services put forward the insurance should be the important pillar of financial and social development. And it gave the task to promote economic efficiency and transform government function. The insurance industry should rise to the national development level and more attention should be paid to the development of insurance industry. Under the good policy opportunity, various areas are taking measures to seize the development opportunity and establish the insurance innovation experimental area.As a major province in central China, Henan province strives for the opportunity to create the insurance innovation experimental area. And uses the priority right of trying and the flexible environment to promote the strength of Henan province. In this thesis, the author makes a brief overview of the background and points out the effects about the insurance innovation experimental area. Then the author introduces the pilot situation of the insurance innovation experimental areas in China. This thesis selects and analyzes three pilot areas that are Shenzhen, Tianjin Binhai New Area and Chongqing. At the same time, it understands that the innovation development measures about pilot areas. All of those establish a theoretical basis for the later analysis. Our country and local government provide some good policies and opportunities to strongly support the development of the insurance industry. The government of Henan province will make the Zhengdong New District into the national economic centre. As an important supporting measure of the financial development, the insurance industry needs reform and innovation to meet the requirements of modern economic society development. Henan province as one of the provinces with largest population, the insurance industry has had a rapid development. The insurance income is very high, but the density of insurance is lower than that of the national level. There is a huge development potential, but the power has far from being exerted. These all suggest that we urgently need to build the insurance innovation experimental area. The economic aggregate of Henan ranks first in the six provinces of central China. So it provides strong economic support. The big construction of Zhengdong New District Financial City provides the infrastructure and development convenient. The construction of Zhengzhou airport provides the experience of construction developmet. In Zhengzhou, commodity exchanges provide experience for the development of insurance exchanges. These advantages will help Henan to gain the chance of establishing the insurance innovation experimental area. Creating insurance innovation experimental area in Henan province, will help to realize the full insurance compensation, finance, society manages three big functions, boost Henan's economic construction, and promote the construction of Zhengdong New District Financial City, strengthen regional competitiveness of Henan insurance industry, and ultimately enhance the overall strength of China's insurance industry. Finally, we can find some problems from the current development of the insurance industry in Henan province. Henan lacks the provincial insurance institutional investor. Coordination mechanism is not perfect. Relevant theoretical research is weak. It also lacks the policy rules and experience. Henan can learn the successful experience from Shenzhen, Tianjin Binhai New Area and Chongqing insurance innovation pilot areas, combined with the actual situation in Henan province, some policy suggestions can be put forward about the insurance innovation experimental area in Henan province.
