With the rapid development of Chinese economy, the demand for electric power resources is increasing quite quickly. The power companies gradually grow and develop under this circumstance. The competition among electric power companies during the process of marketing is fierce, especially among the private enterprises. These private enterprises survive in the cracks of the state-owned enterprises, and have to face more and more operation pressure. After all, the competition among the private enterprises depends on the competition of talents in the21centrury.If a company want to have advantage in human resource, it has to emphasize on the talent incentive mechanism. The research object of this paper The Zhengdong New District, Zhengzhou City Co., Ltd., is a large-scale cogeneration power company, by improving the talent incentive mechanism and strengthening the management of human resource to stimulate the workers’ initiative, positivity and creativity. Although this company could survive in the fierce competition, there still have many problems. The human incentive measures are the key points and the difficult problem in the management of Zhengdong New District, Zhengzhou City Co., Ltd., Facing the issues related to human resources management and personnel motivation, it is currently necessary for Zhengdong New Thermal Power Company to conduct a comprehensive research and analysis of the employee’s incentives and find appropriate countermeasures.Nowadays, competition for talents appears internationalized and globalized. Ho w to attract and retain talents becomes the key issue of private enterprises to achieve sustainable and steady development. Facing domestic and international intensifying competition and the status of employee’s low enthusiasm and poor efficiency, it’s not only essential but urgent for private enterprises to establish and improve talents’ inc entive mechanism. That’s how The Zhengdong New District, Zhengzhou City Co., L td. did.
