Evaluation Of The Productive Service's Efficiency In Fujian Province

From the beginning of the 1980 s,driven by the new technological revolution,global industrial structure presents a trend of transformation from "industrial economy" to "service economy".Producer services such as financial services,technology services,information services,and business services the rise rapidly and become the pillar industry in some developed countries.These industries have some common characteristics,such as technology-intensive,knowledge-intensive,personnel-intensive,information-intensive and so on,they are the leading industry in the knowledge economy,and they also represent the future direction of development of the service industry and the global economy.As an important province in the southeast coast of China,Fujian's advantages of developing productive services has not been fully exploited.At present,Fujian is in its critical period of economic transformation and upgrading of industrial structure,so that developing producer services is an inevitable choice and requirement for Fujian to maintaining growth,structural adjustment,and expanding domestic demand.In the background of transformation of economic development and optimization and upgrading of industrial structure,improve the efficiency of the industry is the key to develop producer services.Based on extensive domestic and foreign relevant literature study,This paper firstly uses data envelopment analysis(DEA)method to measure the Fujian's producer services' s efficiency.And then analyze the industrial efficiency from the perspective of the five sub-sectors and the trends over time.The comparison of Fujian and other provinces in eastern areas were analyzed from the provincial level.Followed by the use of truncated Tobit regression model estimates the effect of economic development,income,urbanization,manufacturing development,openness,innovation,professional level on the efficiency of producer services.Studies have shown:during 2005-2014 the TFP of Fujian's producer services showed an upward trend and it's mainly pulled by technological progress;There was a great heterogeneity in Producer services within the TFP,technical efficiency and technical progress of growth;Fujian producer Service has problems of waste of resources,inputs exceed demand and the irrational scale;There was an significant gap between the producer services efficiency of 11 eastern provinces,the overall efficiency of Fujian Province ranked eighth in the eastern region,and it's lack of investment compared to Jiangsu,Shanghai,Guangdong and other developed provinces,and the investment resources have not been utilized effectively;From the point offactors,economic development,urbanization,manufacturing,technological innovation and specialization in Fujian have a significant positive impact on the efficiency of producer services,and income and the openness of the production don't have obviously impact on industrial efficiency.Finally,based on empirical analysis and combining the actual situation in Fujian,we draw some policy and suggestions to improve efficiency,such as to transform development ideas,improve the professional level,fusion development with manufacturing,promote independent innovation,improve the level of opening and so on.
