Study On The Influence Of Fiscal Expenditure For Science And Technology On Economic Growth In Fujian Province

In modern society,the trend of integration of sci-tech and economy is increasingly clear,and the competitiveness of sci-tech has gradually become the dominant factor which determines the future and the fate of the country.In this tide of history,whether the nation or Fujian Province have been aware of the importance of sci-tech,and introduced a variety of measures.The country proposed to build an innovative country and implement the strategy of development driven by innovation.Fujian Province expressed to construct the innovation oriented province and implement the strategy of developing by science,education and talents,thus promoting the scientific and leap forward development.Sci-tech development requires capital investment,as the backbone of social sci-tech expenditure,fiscal expenditure on sci-tech plays a particularly remarkable role.It is not only the capital guarantee of basic research,but also attracts social capital investment in the field of sci-tech,thereby promoting the development of sci-tech and economy.Therefore,this article studied the influence of the scale and structure of fiscal expenditure for sci-tech on economic growth in Fujian Province from both static and dynamic perspectives.Specifically,based on the theories of fiscal expenditure on sci-tech and economic growth,this article discussed the motivation of fiscal expenditure on sci-tech and its mechanism of action on economic growth;secondly,focusing on the current situation of fiscal expenditure on sci-tech in Fujian Province,it pointed out the existing problems;then,adopting the research method which analyses the scale and structure simultaneously from both static and dynamic perspectives,it studied quantitatively the effect of fiscal expenditure for sci-tech on economic growth in Fujian Province;finally,according to the analysis of current situation and the result of the empirical test,it provided some policy suggestions to improve the economic effect of fiscal expenditure on sci-tech in Fujian Province.Empirical analysis of the economic effect of fiscal expenditure on sci-tech in Fujian Province shows that there is a long-term stable equilibrium relationship between fiscal expenditure on sci-tech and economic growth,fiscal expenditure on sci-tech constitute a cause of economic growth by playing an active and positive effect on economic growth in a certain proportion.And in the long term,the change of fiscal expenditure on sci-tech continues to promote economy in a weak amplitude with the steady change.In addition to the growth of the economy itself,the contribution to economic growth of fiscal expenditure on sci-tech is the largest.From the perspective of regional structure,the economic effects of fiscal expenditure on sci-tech in Fujian nine cities are not the same,in addition to the structural differences,there are individual effects.From the perspective of project structure,the imapacts on economic growth of different types of fiscal expenditure on sci-tech are totally different,fiscal expenditure on R&D is significantly better than that on technology application and services.In order to solve the problems existing in fiscal expenditure on sci-tech in Fujian Province and optimize the economic effect,we can take measures from the aspect of scale,structure and management.Firstly,improve the strength of the fiscal expenditure on sci-tech,and establish the security mechanism for its growth.Secondly,improve the regional structure of the fiscal expenditure on sci-tech,and adjust its project structure.Thirdly,promote the fine management of the fiscal expenditure on sci-tech.In a word,this article hopes to provide useful reference for the study of the economic effect of the fiscal expenditure on sci-tech,and to provide useful reference for optimizing the operation of the fiscal funds used in sci-tech.
