Study On The Influence Of Chinese Fiscal Expenditure For Science And Technology To The Independent Innovation

Independent innovation has become a country’s economic and social development of the important driving force, the world regarded investment of independent innovation as a strategic investment, the development of independent innovation as an important means to enhance their competitiveness. As an important government policy, public fiscal supporting is considerable experience accumulated in the field of innovation policies, but also as an important indicator of measuring a country’s comprehensive national strength. Fiscal expenditure for science and technology as a major source of social science and technology funds have a certain impact on the development of independent innovation. By drawing on research of other scholars, the paper selected scale, regional structure and project structure three angles, explore the impact of fiscal expenditure for science and technology on independent innovation.The paper uses the theoretical analysis and empirical analysis methods to sort out the relationship between Chinese fiscal expenditure for science and technology and independent innovation. Firstly, theoretical analysis the necessity of fiscal expenditure for science and technology involved in independent innovation, laying the foundation for the following empirical analysis. Secondly, current situation analysis and empirical analysis on Chinese fiscal expenditure for science and technology and independent innovation, and to find out the relationship and problems. Finally, from the perspective of promoting the development of independent innovation, this paper proposes policies and recommendations to improve the current scale and structure of fiscal expenditure for science and technology.The results of theoretical, reality and empirical analysis shows that Chinese fiscal expenditure for science and technology can promote the development of independent innovation:Aspect of scale, the absolute scale and relative scale of fiscal expenditure for science and technology has a significant role in promoting independent innovation. The insufficiency and the unstable growth of Chinese fiscal expenditure for science and technology restricts the promotion of independent innovation. Aspect of regional structure, the contribution of the fiscal expenditure for science and technology to development of independent innovation in the central region is the greatest, followed by the western and eastern region. The fiscal expenditure for science an technology in the western and central regions is relatively insufficiency which is not conducive to the coordinated development of the regions in the long run.Aspect of project structure, the contribution of R&D expenditure for the development of independent innovation is higher than the contribution of Development Research and Service expenditure. Development Research and Service expenditure are relatively excess, crowding out the R&D expenditure. The irrational configuration of project structure will affect the subsequent development of independent innovation.In views of the above problem and conclusions, we put forward some policies and recommendations to optimize the scale and structure of Chinese fiscal expenditure for science and technology, in order to improve the capability of independent innovation:In terms of scale, we should increase the scale of fiscal expenditure for science and technology, reasonable definition range of fiscal expenditure for science and technology, establish the stable growth mechanism of fiscal expenditure for science and technology. In terms of regional structures, we should maintain appropriate growth in the scale of central and western fiscal expenditure for science and technology, improve the central and regional fiscal expenditure for science and technology management system. In terms of the project structure, we should strengthen the expenditure of Research and Development, adjust Development Research and Service expenditure.
