To build the integrated services of industrial technology innovation, the government, as the leader, must optimize the government function, introduce the intermediary organizations, support talent training and increase capital investment efficiency by supporting effective link between the enterprises’need and the scientific research achievements, comprehensively using the method of guide funds, after subsidies, and government procurement, etc.
