Research On The Environmental Audit Under The Construction Of Ecological Civilization In China

Environmental pollution and ecological deterioration is increasingly restricted the sustainable development of our country. The goal of ecological civilization construction is the urgent requirement to realize the harmonious coexistence between human and ecology as well society. At the Fifth Plenary Session of the Party's eighteenth meeting, it is clear that the most stringent environmental protection system of ecological environment control ideas should execute. IN 2016—the first year of “Thirteen Five plan”, “made new breakthroughs in the development of green”, this requires higher demand of environment governance. Ecological civilization construction system has become an important task of the Party and the country's modernization, ecological civilization construction system protection and management objectives relating to the environment and the effectiveness of ecological civilization.Environmental auditing is a new type of audit, which is based on the common understanding and attention of environmental protection and sustainable development. It has an important monitoring, early warning, revealing, correcting and repairing of the economic and social development. Only by strengthening the supervision function of environmental audit, can we play an effective role in ecological civilization. However, China's environmental auditing started 20 years later than the developed countries, there are many problems in theory and practice, limiting the environmental audit in the ecological system of the construction systems. Therefore, it is of great practical significance to study the environmental auditing of the ecological civilization construction system, and to take the initiative to the ecological civilization construction system.Based on the basic theory of environmental auditing, this paper adopts the methods of theoretical analysis, normative research and case analysis to study the environmental auditing in the system of ecological civilization construction. First of all, it discusses the background and significance of the environmental audit participation in the construction of ecological civilization system. Secondly, based on the analysis of the connotation and characteristics of ecological civilization construction, the paper reviews and compares the achievements and experiences of the ecological civilization construction system in China and abroad, and discusses the environmental audit demands of the system of ecological civilization construction from completeness, adaptability, compliance and efficiency of the system. Third, put the environmental audit and the status of China's ecological civilization construction system in-depth analysis, analysis and comparison of the central and provincial ecological civilization construction system of the status quo. On this basis, analysis the situation of China's environmental audit participating in the construction of ecological civilization by SWOT method.
