Study On The Coordinated Development Mechanism And Policy Of "Three Oriented" Of Hotan

Hetian is typical of China’s concentrated poverty in Remote Ethnic Areas,due to differences in language, culture and other aspects of the farmers cross regional workers difficult, low income level, income channels narrow, agriculture and rural economic development lag. Study on the coordinated development mechanism and policy of "three oriented" of Hotan based on the perspective of agriculture and rural areas. It is helpful to find the bottleneck factor of restricting the economic development of the region to achieve precise poverty alleviation, promote the regional economy to get rid of poverty, and speed up the construction of a well-off society in China. This paper uses the data envelopment analysis method, based on agricultural modernization, new urbanization and industrialization as the data analysis module. Analysis and Research on the coordinated development of "three oriented" in the area from the point of view of field practice On the basis of the dimensions of the coordinated development mechanism of "three oriented" and "three oriented" in the field, the policy recommendations are put forward on the basis of the analysis of the three dimensions of industry, policy and geography. The main conclusions are as follows:(1)Agricultural modernization in the field of agricultural modernization is stronger than the role of urbanization in promoting the role of the new urbanization. Benefit from the national policy of aid to Xinjiang, agricultural modernization has been enhanced, but the absolute gap between urban residents disposable income and the country’s average level of urban residents makes the demand for urbanization is driving a weaker demand for effective demand.(2) "Twelfth Five Year Plan" has been gradually improving the efficiency of coordinated development, but behind the national average level of the phenomenon is still obvious.(3)The path of the coordinated development of "three oriented" is different from the path choice of the coordinated development of "three oriented" in the developed regions of the mainland. The key and foundation of the coordinated development of regional "three oriented" is the development and driving of agricultural modernization. In order to promote the modern animal husbandry, forestry and fruit industry, the development of modern agriculture as the focus to speed up areas to promote the construction of agricultural modernization, and promote the development of industrialization and urbanization.
