Study On The Non Traditional Function Of Customs Under The Background Of Urban Cohesion In Zhuhai And Macao

Urban Cohesion, refers to two or more than two cities adjacent to each other, they have the common development condition of social, economic, ecological environment and other aspects. Through the mutual collaboration, they can achieve better and faster development. Urban Cohesion is the great trend that cities breaking through the boundary and create the regional economic circle. Zhuhai and Macao are closely linked and have the similar culture. They have the favorable conditions for the development of Intra-city. Macao's policy is deferent from Zhuhai as a special administrative region. Customs is the forward position of economic development and reform and opening up. Its function has been changed with and development of the international and domestic situation. Especially after carrying out the reform and opening up policy, in order to adapt to economic development, customs'functions which are from regulation to service transition changes gradually. Customs derived some non-traditional function. Main problems that we study are how to use these unconventional functions which make contributions to Urban Cohesion of Zhuhai and Macao.This paper generalizes the definition of Urban Cohesion and customs' functions. It studies the background of the Intra-city and the reason of the unconventional functions which are poor performance. By using the theory of new public management and analysis of the prospects of Urban Cohesion, it put forward to the customs'measures of promoting the non traditional functions.
