The21st century, with the comprehensive rapid development of information and network and economic, human has gradually replaced technology and capital as the core competitiveness of enterprises. Enterprise development is inseparable from the people, but corporate culture has the function of attract and retain and unity and teaching and improve which can combine the development of the enterprise and employees together to form a powerful enterprise cohesion and promote the comprehensive development of the enterprise. Corporate culture is a core strength to promote cohesion form and maintain and a kind of cultural soft environment which can promote the Enterprise healthy, stable and sustained growth. Corporate culture provides the inexhaustible power for building enterprise core competitive power and maintaining enterprise sustainable development.The Tahe oil two plant is located in the vast north rim of the taklimakan which’s desert sand greatly, summer heat, winter cold, abnormal working conditions. The Tahe oil two plant is a collection of oil and gas, gathering and processing as one of the production plant. As the information transmission way and channel diversification, high speed transmission speed and efficiency, talent flow speed and rate increasing, most of employees of The Tahe oil two plant from multiple enterprises, belong to different units, staff structure is complex, the stability is not strong, cohesion is not enough, the reasons and problems of employee morale, brings to the enterprise management, management and sustainable development serious test.The study of the construction of enterprise culture based on the perspective of the employees cohesion, consists of four parts. First explains the meaning and features and dimension and function of enterprise culture and meaning, measurement, influence factors and the function of cohesion. Followed by the form of questionnaire survey, introduces the background and analysis the current situation of the construction of enterprise culture and cohesion of The Tahe Oil Two Plant. Through the questionnaire survey found some problems, for example, Incentive mechanism of staff need to be perfectted, recognition in work of staff is lacking, Satisfaction and loyalty of employees needs to be further improved, and so on. In the end, based on the classical theory and research results of domestic and foreign of enterprise culture and the cohesion theory and according to the goals and principles of culture construction,tries to discuss the countermeasures of the construction of enterprise culture in The Tahe Oil Two Plant and cultivate and enhance staff cohesion from three ways of spiritual culture, institutional culture, physical culture.Corporate culture construction basing on cohesive can help The Tahe Oil Two Plant to keep key talent in the fierce market competition. With the common consciousness, value sense, career morality, behavior norm and criterion to channel employee’s behavior to required direction which is the need to deal with the international challenges,improve core competitiveness of markets and promote coordinated and sustainable development strategy in oil production plant.
