Henan province belongs to semi-humid,semi-arid regions,rainfall distribution is uneven in time and space,natural rainfall can't meet the demand of the growth of crops,crops are dependent much on irrigation.and the inconsistent combination of the water and land resources are congenital factor.Due to agricultural water,occupied about 63% of the using water,is great water waste and seriously water use contradictory.The implementation of the agricultural water price policy in the form of economic lever set up the farmers water-saving awareness,But with the implementation of the testing,and achieved a certain effect,but there are also some problems.current water collecting,way and management system to water users and management units have good constraint mechanisms.cause severe waste of water resources,the consciousness of farmer's water saving.Therefore,Irrigation water related issues is in urgent need of study.Before writing a paper,the author has surveied eight water price policy typical county in henan province pioneer,and summarizes some problems.Then through reading literature research on water price policy at home and abroad,through the study,now the water price calculation has made significant achievements,but basically are static,there are still some problems in the implementation process ?The author thinks that water price should be a reasonable price range,can be in different levels have different values ?And these values can not only meet the normal operation of management unit,and to ensure that farmers plant more.Second,aiming at the study of their direction,put forward its own to establish water price model,Set up the operation cost of the unit,the farmers' capacity and water saving benefits three goals,model includes three kinds of calculation methods.The full cost model reflect the lowest price of the unit,the marginal benefit of water reflects water and benefit relationship between variables,Water footprint theory calculating the whole growth period of crop water requirement,Through unilateral water benefit is the highest ideal conditions to calculate the theory of crop water price,namely farmers to withstand the maximum.In this paper,at the same time to consider the effects of different planting patterns on water price formulation,calculating the four common scene model of water price?Through the above several methods of calculation,it is concluded that a reasonable water price range,the irrigation water price range to ensure both can improve farmers enthusiasm,implementing water-saving irrigation,and can guarantee the sustainable development of society and made the government invested projects in the long-term.Efficiently and achieve a virtuous cycle,promote the sustainable development of water price reform.Finally proposed the ladder water price formulation problems in follow-up studies.
