Tendering and bidding has became the main way to purchase the electromechanical equipment in recent years. The characteristics of the electromechanical equipment are as follow: it requires the complex technical support; it has a wide variety; and, it’s very expensive. The problems in the procurement procedures may lead to a great security risk and a great loss of money. Therefore, there should be a scientific management method to assess the effective risk factors in the tendering and bidding procedures of electromechanical equipment; and, practical plans for risk handling and problem solving are necessary. With the rapid progress of our country’s economy level, international tendering and bidding projects of electromechanical equipment are gradually increasing. As project risk management is an effective means to improve the economic efficiency, it is worthy of our research and discussion.This paper introduces the applications of project risk management theories and methods in the tendering and bidding procedures of the electromechanical equipment; and, it analyzes those applications in three aspects: risk identification, risk assessment, and risk handling.Firstly, sum up the risk factors by brain storm method and expert investigation method according to the development status of tendering and bidding of the electromechanical equipment, relevant references of other scholars’ research results, and work experience of purchasing agents.Secondly, use expert investigation method to collect and analyze the relevant data of the risk of the tendering and bidding of the electromechanical equipment; And, set up a scientific risk assessment system according to the summarized result. illustrate relevant theories using the analytic hierarchy process and the fuzzy analytic hierarchy process; introduce some risk assessment examples that the author met during hands-on practice; then, sort the risks in tendering and bidding procedures according to the result of calculation; and, in the end, analyze the risk of the overall project.Finally, put up some reasonable proposals of risk handling according to the characteristics of the risk factors of the electromechanical equipment; propose a specific operation flow of risk assessment; and, set up a history database to provide a reference for the similar projects in the future.In a word, the purpose of this research is to help the decision-makers to carry out specific and scientific measures when dealing with risk management problems according to the characteristics of electromechanical equipment tendering and bidding procedures in order to achieve better economic benefits.
