Optimizing the business environment is the onl y way to achieve high-qualit y development in China,and tendering and bidding is an important part of the business environment.Optimizing the business environment in the tendering and bidding field is very important for economic and social development.The evaluation of measures to optimize the business environment in the field of tendering and bidding can reflect the effectiveness of various measures and continuousl y optimize the implementation effect of measures.In recent years,Kunming City has taken man y new measures to optimize the business environment in the field of tenderi ng and bidding.It is necessary to evaluate the measures taken b y Kunming Cit y in order to provide reference for Kunming Cit y and other regions to further optimize the business environment in the field of tendering and bidding.The paper first discusses the relevant research progress of optimizing the business environment in the field of tendering and bidding,defines the concepts of tendering and bidding supervision,optimizing the business environment,and measures to optimize the business environment in the field of tendering and bidding,as well as the relevant theories of government regulation theory with Chinese characteristics,"Hume’s Three Principles",and transaction cost theory.Then,it describes the construction of th e bidding supervision s ystem in Kunming City,and systematicall y reviews 25 measures to optimize the business environment in the tendering and bidding field in Kunming City in recent years.Thirdly,the "evaluation index system for optimizing business envi ronment measures in the field of tendering and bidding" is constructed,and the weight value of each index in the evaluation index s ystem is determined b y the anal ytic hierarch y process,and the "evaluation model for optimizing business environment measure s in the field of tendering and bidding" is established.Finall y,the " evaluation model for optimizing business environment measures in the field of tendering and bidding " is applied to evaluate 25 measures for optimizing business environment in the field of tendering and bidding in Kunming Cit y,and the evaluation results are anal yzed according to the scores of25 measures.Some suggestions on the promotion and optimization of relevant measures are put forward.
