Analysis On The Affectihg Factors Of The Forest Farmers' Afforestation Under The Collective Forest Tenure Reform

Forestry is the basic industry in our national economic persist-development and maintaining the safety of territory, and also is a critical strategic resource in sustainable development of China. Great changes in forestry have taken place since the reform and opening policy, however, there are series problems restrict the sustainable development of forestry, such as unclear property right, single management and other problems. In order to solve the problems in forestry, from 2003, Jiangxi and other provinces begin to be a pilot place of Collective Forest Tenure Reform. And then, 2008, our nation begin to fully implement Collective Forest Tenure Reform. After Collective Forest Tenure Reform, the forest activities are significant symbol to reflect the reform. Afforestation could promote the development of forestry economy, promote employment, increase the income, and improve farmers' living condition. It is of great benefit of the sustainable development of forestry.Afforestation of local farmers is affected by many factors. This study is based on a questionnaire survey of 500 farmers from 10 counties in Jiangxi Province. Make these 10 counties 500 farmers as an object to study, and talk with farmers face to face. Through the 500 valid date from these forest farmers, and adopt descriptive statistical method to predict and empirical analysis method to research forest farmers' activities. The study found that the influencing factor is education, whether participating business activities related to forestry and forestry cooperative organization, the quantity of forestry. These factors have produced remarkable effect to farmers. On this basis, the 4 internal mechanisms of forest activities are analyzed. This study based on the result, and put forward 4 approaches: the first is officials are required to take the lead in planting trees and strengthen the propaganda, prevent the loss of the talent persons. The second is adjusting measures to local conditions and to develop forestry characteristic industry. The third is giving a certain amount of forestation subsidy, encourage reforestation. The last is strengthening the construction of forestry cooperative organization and provide better policies.
