Study On The Performance Evaluation Of High Standard Farmland Project Construction In Guangdong Province

The high standard farmland is the farmland with the sustainable utilization which meets the high and stable yield of main crops in the region,and adapts to modern agricultural production and management methods in a certain period of time.It plays an important role in ensuring food security in China.Not noly is the reseach on the performance evaluation of construction of the high standard farmland the basis for investment subjects to choose correctly and carry out the construction of the high standard farmland,but it is also the basis for the scientific decision-making.In the construction of the high standard farmland in Guangdong,there were some problems during the "12th Five-Year" planning,such as greater difference between the implementation and the planning,the construction not being completed on schedule and other issues.In the background,it was of great practical significance to evaluate the performance level of the high standard farmland construction in Guangdong.In the paper,with the support of 6 kinds of theories,the implementation of the high standard farmland construction in Guangdong was analyzed.The total capital of investment and the total size of the construction were selected to analyze the change of the number from the overall planning to the implementation in the high standard farmland construction in Guangdong.Taking Guangdong as the reseach area,30 projects in 2015 were selected as the research units.The four dimensions based on the "process logic" framework were established to select 18 indicators before constructing the index system.Through Delphi method and AHP method,the weight was confirmed.Through YAAHP method,the index value was calculated.Through the matter-element model,the correlation degree was calculated to evaluate the result.The result showed that:(1)According to the comprehensive correlation degree of the 30 items,we could judge the approximate grade level of the project performance.It could be seen that the performance level of the high standard farmland projects in Guangdong was uneven,and the difference among the projects was larger.(2)Through the analysis of the overall result in Guangdong,it could be seen that:1)According to the evaluation and analysis based on individual indicator: the outstanding rates of the availability of funds rate and the satisfaction of the masses were the highest.However,the compliance rate of pavement construction,the increase rate of grain production,and the increase rate of the annual income of farmers were distributed at the general level and poor level.The construction quality of the pavement was basically substandard.2)According to the evaluation and analysis based on "process logic" : Guangdong high standard farmland project in the whole construction process was better.However,there was relatively poor output,which was the focus of the future construction.3)According to the project evaluation result analysis: The samples with the excellent or good overall evaluation accounted for 60%.The performance evaluation of the high standard farmland construction in 2015 was higher in the province.Most of the projects could be in accordance with the arrangements and carried out smoothly,so as to form good performance.(3)Through the spatial analysis,it could be seen that:1)According to the evaluation and analysis based on individual indicator,the evaluation of the unit area investment in the coastal economically underdeveloped areas or the Pearl River Delta region was slightly better than that of mountainous areas;The deviation rate of the scheduled completion in coastal underdeveloped areas was greater.The construction progress was lower than that of the Pearl River Delta or mountainous area;For capital expenditure,the level of evaluation in the coastal economically underdeveloped areas was poorer.However,in the mountain area,the evaluation grades were all distributed;2)According to the evaluation and analysis based on "process logic" : The output of the Pearl River Delta region was a slightly insufficient.The construction in the coastal economically underdeveloped areas was slightly inadequate from the perspective of the whole province.There was a large gap between each link and that of the rest plates.In mountainous areas,the investment was worse.In addition,the construction of the initial investment should be strengthened.3)According to the project evaluation result analysis: As a whole,the level of the high standard farmland construction in the Pearl River Delta was excellent;The level of the high standard farmland construction in the coastal economically underdeveloped areas was distributed averagely.Altogether,the construction was average;The level of the high standard farmland construction in the mountainous plate was good.(4)The problems existing in the construction of the high standard farmland in Guangdong:1)The payment of funding was restricted in many ways;2)The construction progress was slow and the project quality was bad;3)The project management was not in place,which affected the project construction;4)The publicity was not in place with low public participation.(5)In the construction of the high standard farmland in Guangdong,what should be done were as follows.1)Regulate the funds in place and fund utilization;2)Adjust the land ownership properly;3)Strengthen the project management;4)Increase the publicity.
