Evaluation And Research Of Agricultural Comprehensive Development Of High Standard Field Construction Project

Important progress has been made in the management of integrated agricultural development projects in recent years,with the revision of new guidance documents,the further decentralization of authority and the delegation of authority for the evaluation and validation of projects to municipal IFAD institutions.Project evaluation is the key link of project establishment and the key point of controlling project quality.Especially in the current situation where the development task is in contradiction with the scale of funds,improving the level of project evaluation and optimizing projects that meet the requirements of policies,economic benefits and high environmental benefits are conducive to the use of financial funds,and more conducive to the economic and social development of agriculture and rural areas.At present,there are still some phenomena such as inconsistent standards,differences in policy understanding and inapplicability of evaluation indicator system in project evaluation.Based on the review of relevant documents at home and abroad,this paper uses the literature research method and case study method to learn about the current situation of financial investment and project evaluation,and refers to the research results of the high standard farmland construction and project evaluation system.According to the characteristics of high standard farmland construction projects with large investments and long recovery periods,and combined with the evaluation of high standard farmland construction projects,we explored the establishment of an indicator system suitable for evaluating high standard farmland construction projects for comprehensive agricultural development,and took Xushuiqu's high standard farmland construction projects as an analysis case.To evaluate the project,analyze the problems and shortcomings of the index system,and put forward some suggestions for the evaluation of the project of high standard farmland construction,so as to provide reference for the government departments that undertake high standard farmland construction projects in the preliminary work of project evaluation and selection options.The evaluation work of high-standard agricultural comprehensive development projects has been carried out for four years now,and it has rich experience.By summarizing the principles,contents,and evaluation procedures of the evaluation practice work of the high-standard agricultural comprehensive development projects in Baoding City,Construct a more practical index system,and use the high standard farmland construction project evaluation system,Xushuiqu high standard farmland construction project evaluation,form evaluation conclusions,in order to test the scientific nature and practicality of the evaluation system.This paper analyzes the situation in Xushuiqu's assessment of high-standard farmland construction projects,studies and analyzes the theory of high-standard farmland assessment,analyzes the shortcomings in the assessment work,and puts forward suggestions for further improving high-standard farmland construction projects for comprehensive agricultural development.To explore ways to improve the level of evaluation work,to provide reference for departments that undertake the management functions of high-standard farmland construction.
