In order to better carry out cleaner production audit work of coal-fired power plant, Power Industry(Coal-fired Power Enterprises)Clean Production Evaluation Index System was jointly issued by the National Development and Reform Commission, the Ministry of Environmental Protection and the Ministry of Industry and Information Technology in April 2015. However, the index system was just promoted application, lacking corresponding research. So in practice, the use of its understandings may be not in place and even misunderstandings of its connotation,characteristics, calculation methods and so on. In addition, to some extent it also need to be modified.Although the thermal power index system has been invalid, but at present most of the workers have been familiar with its content and calculation method, etc. So in this paper, the difference between Coal Fired Power Generation Index System and Thermal Power Index System was comparatively analyzed from the frame, content,and computing method, etc. In the new evaluation index system the content is more abundant, and the scope of application is more extensive, and the requirements is more stringent, and the calculation method is more scientific and reasonable, and the division of cleaner production level is more clear and comprehensive.Eleven second level indicators were mainly added or optimized in the new index system. Five indicators were selectively analyzed such as boiler equipment, pump and fan systems technology and energy efficiency, mercury and its compounds removal technique, emission concentration of mercury and its compounds, nitrogen oxide emissions of per unit power generation. And the qualitative indicators of mercury and its compounds removal technique and quantitative indicators of it's emission concentration were analyzed together. These new or optimized indicators were analyzed from enterprise energy consumption, economy and pollutant emission, and so forth. It is of practical value to understand the index of material and energy consumption, the influence on the environment, etc. And it is helpful to put forwardcorresponding measures of energy saving and emission reduction. At the same time,the evaluation index calculation method was described in detail, and the suggestions on using this method were put forward, such as:(1)The meaning of the variables should be correctly understood;(2)The weight value should be selected correctly;(3)Different levels of the value should be calculated separately and so on. It is in favor of understanding and application. And it was pointed out that the index system in the presence of errata for example:(1)Unit generating capacity of nitrogen oxide emissions of grade II and grade III standard values are the same;(2)The subscript of the variable in the calculation formula of nitrogen oxide emissions per unit of power generation is wrong;(3)The signification of the sum of the second level weights in comprehensive evaluation index calculation formula is wrong. It is better to implement cleaner production, conducive to carry out clean production audit.The index system was applied to a coal-fired power plant cleaner production audit in this paper. Before the cleaner production audit the level was below the third level. According to the actual situation of the enterprise, the energy conservation potential analyses were carried on, then main energy saving and emission reduction measures were screened out:(1)Flue gas denitrification of # 3 and # 4 boiler;(2)Transformation of electric dust removal of #3 furnace;(3)Transformation of electric dust removing high frequency power supply of #4 furnace;(4)Comprehensive upgrading and reconstruction of #3 unit;(5)Removal flue gas bypass of #3and #4 and#5. And after the completion of the technical transformation the level of clean production upgraded to the second level. So the overall effect of cleaner production is very good.
