Layout Planning Study On Highway Transportation Of Fresh Farm Products By Green Channel In Henan Province

Highway "green channel" is the national implementation of preferential policies for vehicles.In order to ensure the effective implementation of the policy and prevent freight vehicles under the guise of "green channel" vehicle to escape highway tolls,we need setting fixed inspection points in the whole province to check the "green channel" vehicles.In this article,through the analysis of the "green channel" vehicles load-point data,we adopt Trans CAD software to distribute traffic flow.We take the "green channel" vehicle daily volume of 200 vehicles per day,100/day and 50/day as a threshold to determine the control rate.Then we combine economic benefit to determine reasonable inspection point lacation.So we can achieve the minimum economic investment,setting reasonable number of inspection points,cover most of the "green channel" vehicles.This article mainly has carried on the five aspects of research.First of all,according to the present situation of the highway development at home and abroad,the article analyzes the current situation of highway "green channel" and the meaning of the highway "green channel" fixed the inspection point layout.Second,the article analyzes data of "green channel" in 2014 in Henan province and concludes the whole province "green channel" vehicles daily volume about every exit and entrance.Then the article analyzes the "green channel" vehicles running situation and traffic flow.Third,according to the principle of economy,the principle of efficient,the principle of precision in fixed point inspection,we adopt Trans CAD software to sets the inspection point.Then we get the three schemes and evaluation and than choose the three schemes.Fourth,according to the scheme of the control target and the inspection point layout position estimate the total investment of highway management unit,we take the benefit analysis of the traditional manual inspection and green channel vehicle inspection equipment inspection.Finally,the article puts forward relevant safeguard measures on the construction of "green channel" fixed point inspection and puts forward some suggestions and opinions.
