With the accelerating urbanization process, the concept of "smart city" is known and accepted by more and more people, become an important direction of the development of the cities in the future. The start time of smart city constructed in China is relatively late, and the construction and operation system is not very mature, so the top design of smart city has very important significance. The purpose of this paper is to establish a prediction model of smart city, and then simulate related policy, at last propose some relative strategic suggestionFirst of all, The research status and construction situation of smart city are briefly reviewed. The overall structure and drive type of smart city have been clear.And then, the main factors affecting of the smart city included the macro environment, smart based and the interest appealing are identified through the methods of the literature collection and the questionnaire survey. Also, a preliminary hypothesis relationship between the three factors affecting.Later, Combined with the development present situation and the relevant historical data of smart Nanjing, the system dynamics model of the main factors affecting on smart city is built.At the end of this paper, Using SWOT-AHP analysis method, the strategic of smart city is analyzed, and show that smart Nanjing is suitable for using pioneering strategic. Through the system simulation of the strategy, this paper has made the following achievements: Take the innovation-driven development path, focus on developing information industry and the smart application recommendations.
