The Investigation To Obstacles And Countermeasures Of The Establishment Of Construction Company Enterprise Quota

In the beginning period of the city construction in China, the development of construction is rapid with a gigantic growth in the number of construction companies. However, since 2014, the speed of development has slowed down with few contracts left. As the competition between construction companies went fierce, good cost control and competitive bidding became the influential factors concerning to the survival and development of construction companies. As the necessary tool, enterprise quota plays an important role in the cost control and bidding.Since 2003, the pricing quota reform began and the enterprise quota was encouraged, bringing the competition in the market. After that, scholars discussed the meaning and ways of enterprise quota. Until today, the enterprise quota has not yet been employed by every single company. It means that there are some obstacles to the establishment of enterprise quota.Via literature review, interview and summary, this study aims to identify 21 obstacles from two levels, the inner obstacles and the outer obstacles, and investigates the mechanism, exploring how the obstacles work.Based on questionnaires, the factor analysis is used to extract the common factors of the establishment of enterprise quota. And 5 common factors are ranked by importance: enterprise quota element factor, government management factor, market environment factor, data factor and idea factor. Although they vary in terms of importance, the stats are quite near. It means that there is no common view on the obstacles to enterprise quota, and there is on obvious obstacles to enterprise quota yet.At last, according to the extracted data, this study provides some suggestions to the establishment of enterprise quota from three levels, the construction company level, the government level and the market level, contributing to the marketization reform of construction.
